The Company and Union met for a half day on Tuesday of this week to exchange proposals, the rest of the week was devoted to third step grievance meetings. Below is a list of proposals that were submitted by Union Members throughout the state and selected by the System Council Delegates and presented to the Company.  The Company’s proposals were geared to the same list contained in last week’s news bulletin. We have not submitted our benefit and wage proposals yet but will be doing so in the near future 

Master Agreement

Union Proposal

4. Management In Company

·          Discipline administered to employees will remain in an employee’s file for a maximum of one year unless removed through the grievance process prior. 

·          Employees not be suspended for non related FPL arrests. If related to FPL employee suspension would be  paid

4.1 Company-Foreperson Relationship

·          Remove “no arbitration” language for 4.1 and develop a new selection process that will allow for consistent evaluations for the selection of these employees

6. Employee Illness-Death In Family

 

 

·          Allows an employee to come back to work in a modified capacity

·          Adds in-laws to SIF & DIF

·          Changes 3 days for SIF & DIF to 5 days

·          Changes the words “gravely ill” to “seriously ill”

6.1 Leave Of Absence

·          Allows for 5 days paid personal leave in a calendar leave.

6.2 Military Leave Policy

·          Guarantees difference in pay for military leave, for up to five years

7. Employee Injuries

·          Increase the time off benefit for compensation pay. (I. E. 8 wks. to 10 wks.)

·          Provides for light duty if employee is capable

·          Injured employees that have been reduced in classification will receive their prior classification’s pay, including applicable raises. This includes all previously injured employees. 

8. Vacations

 

·          Decrease the amount of seniority required to earn vacation.

·          Additional week of vacation for employees over 30 years. 

·          Vacation schedules established by Feb 15 or vacation automatically granted. 

·          Recouping out of pocket expenses incurred when vacations are canceled.

·          Allows for carry over vacation from 120 hours to 160.

21. Layoffs-Demotions-Offer of Reemployment

·          Adds provision to prevent employees being laid off or displaced by contractors.

·          Provide for severance pay for a reduction in forces. 

·          Senior employees have the option to choose a lay off with severance instead of junior employees.

36 Holidays

 

·          Adds Presidents Day.

·          Changes regular schedule on holiday from 1 ½ time pay to double time

·          Allows using holiday vacation days earned, in current year.

40. Sunday and Holiday Work

·          Work performed would be trouble restoration & emergency type work. 

41. Meals-Lodging-Transportation

·          Vehicle occasional use reimbursement automatically adjusted at the IRS rate.

45. Safety

·          Allows for $.25 per hour premium for working in a safety related jobs. 

47. Rain and Other Protection

·          $1000 to purchase safety clothing and shoes. 

·          Provide for payment of prescription safety glasses

52. Employees-promotions Outside Agreement-Reinstatement

·          Employees returning from non bargaining unit roll the junior employee in the classification if agreement is not reached on overstaffing.

 

Master Agreement Temporary Loss of Driving Privilege/ Loss of CDL License

·          Employees who lose their license will remain in classification for one year (change from 6 months)

·         Per diem rates to be increased and consistent with Government Services Administration (GSA) rates

·         Business Manager and Director of Labor relations to review annually and adjust per GSA rates.

·         Option 2, meal rates, apply to GSA rates also.

44. Distribution of Overtime

 

·         Eliminate “Make Up” overtime and replace with payment for errors on overtime list or utilizing non bargaining unit or contractor employees.

50. Classification-Relieving or substituting in another

·         Requirement to post jobs when relieving time limits outlined in the contract are exceeded.

INPO Compensation for non-license operators

 

·         Training compensation for all non-license Operators.

 

Create new Lead/Foreman Classifications

·         General Maintenance Leader - Radiation Protection Technician.

·         ICS Digital Lead.

·         Lead Clerical Coordinator.

Notes

·         Add a per hour “South Area Premium.”

Nuclear Operations Addendum

Nuclear operations Career Path

 

·         Allow employees to retake the POSS screening test after 30 days if not passed. 

·         Employees upon successful annual re-qualification  will receive 100% of re-qualification bonus

·         License retention compensation to be the same at PTN and PSL.

Temporary Employees

 

·         Provide per diem and regular pay increases for temporary employees.

Operator Standard Clothing

·         Cotton clothing to meet OSHA requirements.

·         Increase cleaning allowances for operators.

Welding Certification Nuclear

 

·         Increase certified welder to $1000 per year and $1 per hour.

·         Establish a year to date overtime list, utilizing actual hours for each employee to offer overtime to employees when working under the provisions of this section of the contract. 

48.1 Plant Itinerant

·         Clarify the week of Christmas as off time.

·         1:1 ratio between the special and non-special PGD itinerants will not be exceeded.

·         Allows Special Itinerants to convert to regular itinerants upon ratification of the contract.

50. Classification-Relieving or substituting in another

·         Requirement to post jobs when relieving time limits outlined in the contract are exceeded.

·         Change the ratio of employees working outside 6A - 6P and weekends from 28% of the total employees to 28% per work location.

·         Employees held over for emergency work will be used for restoration. 

·         Late crews/after hour crews will perform trouble type work after dark. 

·         Employees forced to work will be paid double time.

44. Distribution of Overtime

·         Eliminate “Make Up” overtime and replace with payment for errors on overtime list or utilizing non bargaining unit or contractor employees.

·         Before forcing employees to travel on storm assignments the company will seek volunteers from nearby service centers.

·         Employees to be given paid preparation time for storm travel.

48.1 Show-Up

·         Clarify show-up site language. 

·         Employees that take a vehicle home will be considered on duty from the time entering the vehicle until leaving the vehicle.
