We were unable to send out a Negotiation update last week due to the System Council Meeting and our attendance at the IBEW 5th District Progress meeting. However, over the last two weeks the Company and Union have dedicated all of our discussions with the Nuclear Business Unit.  Discussions have revolved around issues dealing with Operations, staffing issues at PSL and future attrition rates at both sites. The following are the topics discussed;

Creating two separate classifications of Licensed and Non-Licensed Operators. The Licensed Operator Classification would include the Reactor Operator and Senior Reactor Operator classifications and the Non-Licensed Classification would include the classifications of Associate Nuclear Plant Operator through Senior Nuclear Plant Operator.

 Compensation for both Licensed and Non-Licensed Operators at PTN who voluntarily waive their bidding rights for a set time period.

 Bidding restrictions for future new hires for a set time period.

 Provide opportunities for current SNPO’s who wish to obtain RCO License.

 Provide opportunities for current RCO’s who wish to obtain SRCO License.

 Allowances for direct hire opportunity into the Licensed Operator Classification.

 Clean up Career Path language to allow for the separate Licensed and Non-Licensed Operator Classifications, second opportunity to re-take POSS test within thirty days after first failure when applying for ANPO positions, and increases to the “License Retention Compensation Program” for Licensed Operators with one compensation rate regardless of which site.

Next week, we will continue the above discussions and begin discussions on maintenance staffing and training issues with the Nuclear Business Unit.  We will resume discussions with the Power Systems Business Unit as well.
